Title:  Program Officer (Partnerships & Operations)

This Program Officer (Partnerships & Operations) is responsible for the execution of the organization’s portfolio of programs, anchored on effective partnerships, quality management and cost-effective use of the Foundation’s resources. The position will work closely with the Partnerships and Operations team in managing the Foundation’s programs in assigned regions in Visayas and Mindanao.

The Program Officer (Partnerships & Operations) will provide inputs in the alignment of the operational goals and objectives of the organization with the needs and aspirations of its partner communities and be responsible for managing the effective and efficient use of program resources. The position will coordinate the participation of relevant JFC units in charge of operationalizing CSR agenda in the same geographical area such as Sustainability, Business Units, Procurement and Human Resources amongst others. The position will also coordinate with personnel of local implementing partners such as but not limited to local government units, civil society organizations, financing institutions, cooperatives, and academic institutions in the implementation of the Foundation’s programs.

The Program Officer (Partnerships & Operations) is expected to perform the following responsibilities:

  • Program Deployment and Management
    • Provide insights in the preparation and finalization of plan and budget.
    • Implement programs in collaboration with partners in the assigned regions based on approved benchmarks, timelines, and measures of success ensuring efficient and effective use of resources to achieve strategic goals.

 

  • Program Expansion
    • Recommend and assess potential areas for expansion considering the value of the Foundation’s programs to the needs of the communities and the availability of partners capable of co-implementing the Foundation’s programs.
    • Execute the partner recruitment and onboarding process in the assigned regions.
    • Participate in relevant networking events to identify potential partners.
  • Partner Management and Development
    • Provide efficient and effective technical assistance to partners in assigned regions while strengthening and sustaining long-term relationship.
    • Execute the capacity-building framework in the assigned regions through effective coaching, training, and learning sessions with partners.
    • Assist in performing due diligence verification in recruitment and selection, ensuring adherence to statutory and internal requirements of the Foundation.
  • Grants Management
    • Develop and renew partnership agreements for assigned regions ensuring that all legal and financial terms subscribe to policies and guidelines set by the Foundation.
    • Assess area-specific proposals received relevant to the work of the Foundation and provide recommendations and execute decisions accordingly.
      Facilitate the timely release of grants in the assigned regions on a regular basis, ensuring adherence with the Foundation’s policies and guidelines.



JOB QUALIFICATIONS

  • Graduate of Development Studies, Community Development, Agriculture, or other related fields.
  • At least 5 years’ experience in program development, implementation, monitoring and evaluation in a development setting
  • Project management - strong organizational and planning skills to effectively manage budgets and timelines while providing support to coordinate multiple projects at the same time.- Communications skills- proficient in verbal and written communication skills with the ability communicate information effectively to a variety of stakeholders including staff, partners, and beneficiaries.
  • Has ability to handle multiple tasks, priorities, and changing circumstances, and to remain flexible and responsive to changing needs and requirements.
  • With a strong sense of collaboration within and across teams, stakeholders and partners to achieve common goals and to create a positive and supportive work environment.
  • Exhibits personal qualities of integrity, credibility, and a commitment to and passion for the Foundation’s mission.
  • Willing to do field work activities.
