Title:  Labor Relations Manager

The Labor Relations Manager is responsible for providing technical partnership and expertise to stakeholders on labor relations matters, programs, and activities of JFC and all its brands in the Philippines. He/she is also responsible for developing appropriate JFC-wide LR interventions that are aligned and anchored on the overall direction to support business objectives and compliance with laws and regulations.

PRIMARY RESPONSIBILITIES

Labor Relations Strategy Implementation

  • Drives and sustains an effective and collaborative working relationship with internal stakeholders to efficiently validate information on issues and provide inputs to labor relations programs prior to implementation.
  • Leads the periodic review of JFC labor relations policies and programs. Gathers inputs and feedback to ensure policies are relevant and compliant with labor laws and regulations. Recommend revisions and improvements to the policies and programs, if necessary.
  • Proactively gathers data and information to develop options and resolutions to current and potential issues related to labor strategy and activities.
  • Partners with the different stakeholders to ensure the development of effective communications regarding organization-wide labor relations strategies to ensure successful implementation.
  • Keeps abreast and researches the latest trends and recommends applicability and improvement to current processes and policies.

Labor Relations Technical Advisement

  • Acts as technical advisor and consultant for Business Unit/Function HR Business Partners and other stakeholders in the assessment of different JFC business, service contractor management activities and/or government initiatives to ensure consistent interpretation, application, and compliance with laws and regulations.
  • Business Initiatives (right sizing and redundancy, etc.)
  • Implementing disciplinary measures
  • National and/or Local Government (i.e., DOLE) initiatives
  • JFC Labor Relations Policies and Procedures
  • Guides and provides consultative support to Business Partners in the assessment, management, and mitigation of potential risks associated with various business and government labor initiatives.
  • Partners heavily with BU/Function HR Business Partners to effectively manage and administer labor relations policies and programs for covered employees.

Labor Union-Management Management

  • Provides consultative support to CHR/SBU HR Business Partners in the management of Collective Bargaining Agreement including but not limited to strategy alignment, package review and interpretation of key provisions.
  • Research, benchmarks, and identifies labor relations best practices needed to collaboratively customize for SBU-specific or JFC-wide implementation to further foster labor union-management relationship and engagement.

Grievance Management and Handling

  • Partners with BU/Function HR Business Partners to resolve complex and sensitive disciplinary cases involving the same level and up, with significant legal implications. Provides advice to line managers in handling employee disciplinary cases.
  • Represents the organization on significant issues, arbitrations, or hearings filed with NLRC/DOLE. Conducts investigation, analyzes data, and recommends the appropriate course of action.

Compliance Management and Process Audit

  • Monitors labor law compliance of all departments and BUs within JFC Philippines. Coordinates with BU HR Representatives to ensure preparedness and adherence to labor law requirements.
  • Set up reporting and tracking tools (i.e., dashboards) to monitor findings and properly assess risk and deficiency.
  • Works with BU HR to gather relevant data. Generates reports, spots trends, and emerging issues, and recommends action plans and improvements in JFCs compliance with Labor Law Compliance standards. Prepares management reports.
  • Leads the periodic internal reviews and process audits to ensure that Labor Law compliance standards are followed by JFC, including its accredited Service Contractors. Coordinates with the appropriate stakeholders to ensure that all compliance/non-conformance issues are investigated and corrected.

Position Qualifications:

  • Bachelor's degree in Psychology, Industrial Relations, or a related field is preferred.
  • At least 5-7 years of holding a similar function or in a progressive capacity.
