Title: Director, Project Engineering
POSITION SUMMARY:
The role entails leading Manufacturing and Logistics major capital expenditure projects across all Manufacturing and Logistics sites throughout the entire project life cycle; from feasibility, conceptual, definition / scoping, funds allocation, cost estimating, design, construction to commissioning. As the Project Manager of major projects, it ensures that the project management processes are performed according to plan, schedule; quality & cost, including, but not limited to, site selection, financial justification and budgeting, equipment selection, contract packages, procurement, project permitting, manpower, resource planning, & project control. It likewise leads the performance of design and construction management teams and ensures that quality/scope, timelines and cost targets are met. It defines, plans and develops strategies and measures for the Project Engineering & Management team. It provides and manages project reporting to Manufacturing and Logistics and company management on a regular basis.
The role is also responsible in developing Project Management, Engineering & Construction standards, tools, and best practices and deploying it to the whole organization and is assigned as SME for the above technical skills.
POSITION DETAILS:
Key Result Area 1: Project Directing, Planning and Monitoring
- Directs and maps out strategies and measures in delivering the major projects on time, within budget and with the right quality.

Sets project time tables, formulates operating and capital budgets, establishes measurable performance control standards, and devices monitoring and reporting systems for senior management use and decision making.

Collaborates with all departments and cross-discipline team members concerned, including critical partners in Corporate Real Estate, Design Center, Procurement, RnD, Legal, Facilities Management to ensure that all parties/stakeholders are on track with project requirements. The collaboration also includes contracted partners such as Architects, Engineers, Contractors, Vendors and Consultants.

Regularly reports to Management the status of spending, and schedules, and provides the outlook on short, medium and long term expenditures and project accomplishment. Initiates, evaluates, analyzes (including costs and benefit), plans and makes recommendations on addressing project deviations.

Directs, defines and establishes a monitoring system that will determine compliance to standards, policies, systems and procedures with the end in mind of formulating solutions to address identified deficiencies, issues and concerns and thereby improving efficiency in project delivery.

Identifies and develops new opportunities with the stakeholders and project owner/s.

Is accountable for and capable of leading major capex projects, including entirely new manufacturing plants, with costs amounting to more than P2 billion.

Cost Control & Management: Ensures that all capex spending are within budget, and will provide the necessary return, as applicable. Ensures that all resources and assets are efficiently and effectively utilized. Maintains the groupls operating expenditures.

Defines and communicates project risks and mitigation to all stakeholders.
Key Result Area 2: Vendor Management and Construction Management

Oversees project scoping for vendor and contractor packages; involving utility and process equipment, facility construction, specialty disciplines like refrigeration and wastewater systems.

Reviews and approves all contract proposals for the project. Seeks project working group concurrence and recommends to management for final awarding.

Directs and manages the conduct of project construction through project managers or officers, or the construction manager, or contractors’ key personnel. Checks and approves works of contractors especially on major projects and ensures that all jobs are in conformance with the set standards, plans and specifications.

Responsible for all vendor and contractor performance from initiation to project closing or turnover. Constantly oversees, evaluates the performance of vendors and contractors, and ensures that deviations or issues are quickly resolved.

Ensures that the turnover of assets from the vendor/contractor is complete, including operations and maintenance programs and systems associated with the asset.
Key Result Area 3: People Development

Ensures the project engineering team is highly engaged. Team and key individual performances are monitored, and pro-active action is regularly taken. Team and individual performance targets are crafted, and regular monitoring is executed.

Ensures succession and development of direct reports.

Recommends changes in the team structure to cope with new changes and needs.

Provides guidance on the technical and personal skills development of the Project Engineering Team.
Key Result Area 4: Compliance, EHS and Product Quality Support

Gives directions, plans, coordinates and prepares compliance with government regulations related to the project. Works out with third party partners for the documents processing and other related transactions.

Institutionalizes observance of safety to personnel, assets and products in the performance of project construction management. Responsible for reporting to management, safety and quality incidents during project execution.

Initiates and recommends actions to address engineering concerns on safety, health, environment, and product quality.

Ensures compliance to food safety guidelines and leads his function to identify initiatives to improve compliance to food safety within his unit.
Key Result Area 5: Project Management Standards/Best Practice Development

Establishes and creates standards for Project Management Processes and Tools.

Deploys standards and tools to all Project Practitioners.

Develops and updates Project Management skills and training programs for Project Leaders.

Provides technical consultancy services for plants project engineering and maintenance related matters.

Represents the Manufacturing Plant, DC or SBU as needed, for projects and other related matters.
POSITION REQUIREMENTS:

Bachelor Of Science in Mechanical, Civil or Electrical Engineering
-
At least ten (10) years managerial work experience in plant and project engineering with good background in civil and structural designs, electro-mechanical, utility systems, including refrigeration, air conditioning, wastewater treatment, boilers, compressors, sanitary, plant safety and pollution control and abatement. Experience in promoting Sustainability programs. Highly knowledgeable in Project Scheduling software (MS Project or equivalent)

Licensed Engineer, or equivalency of 10 years experience in the field of plant and project engineering.

High technical skills on directing and handling projects, plant operations, engineering and maintenance (E&M).

Expertise in project engineering, construction management. Experience in plant operations, utilities engineering and equipment maintenance.

Role requires travel to conduct site visits for projects.
